Peace, justice, and transparency are among the Sustainable Development Goals (SDGs) that guide the work of Instituto Aurora.
The rights to life, liberty, and personal security are safeguarded by Article 3 of the Universal Declaration of Human Rights. Promoting these rights requires transforming a culture of violence into a culture of peace.

Brazil has a strong legal framework for the protection of human rights and the implementation of related public policies. What remains insufficient is the consistent and effective enforcement of these laws.
When discussing peace and justice, it is essential to recognize that Brazil has robust anti-discrimination legislation. This includes Decree No. 4,377/2002, which ratifies the Convention on the Elimination of All Forms of Discrimination against Women; Law No. 7,716/1989, amended by Law No. 14,532/2023, which expands the legal definition of racism to include racial insult; and the Child and Adolescent Statute, which guarantees full protection for children and adolescents.
In addition, Brazil has an important mechanism for social oversight and transparency: the Access to Information Law, which enables citizens to monitor public policy implementation, particularly regarding the allocation of public resources.
Ensuring that these laws are enforced is a decisive step toward addressing the multiple forms of violence that disproportionately affect the most vulnerable populations. This is where Instituto Aurora seeks to contribute — through research combined with policy advocacy.

Targets 16.6 (effective and transparent institutions) and 16.b (the promotion of non-discriminatory laws and policies) are key references guiding our actions. We engage with these targets through social participation in councils, collectives, and networks, advocating for improvements in public policy related to Human Rights Education (HRE) in Brazil.
Our advocacy is grounded in data produced by the Panorama of Human Rights Education in Brazil, which monitors and evaluates HRE public policy and its level of transparency nationwide. This data is publicly available and supports not only our own advocacy efforts, but also those of other civil society organizations.
